Regulations on the Implementation of Regulations for the Protection of Power Facilities

Article 1 These Regulations are formulated in accordance with the provisions of Article 31 of the Regulations on the Protection of Power Facilities (hereinafter referred to as the "Regulations").

Article 2 These Detailed Rules and Regulations apply to the electric power facilities under state-owned, collective-owned, foreign-capital, joint-venture and individual construction or construction in the People's Republic of China.

Article 3 The power management departments, public security departments, power enterprises and people have the obligation to protect electric power facilities. Local people's governments at all levels set up by the relevant departments of the people's governments at the same level and the power enterprises (including power grid operators, power supply enterprises , Power generation enterprises) responsible for the leading group of power facilities protection, is responsible for leading the protection of power facilities in the administrative areas under its jurisdiction, and its offices located in the corresponding power grid operators, responsible for the daily work of the protection of power facilities.

The leading group for the protection of power facilities shall organize mass protection lines along the relevant power lines and the members of the mass protection wire organizations shall be issued the escort documents by the corresponding leading group for the protection of power facilities.

The power management departments of all provinces (autonomous regions and municipalities directly under the Central Government) may formulate measures to stipulate the forms, rights, obligations and responsibilities of the masses for protecting wire lines.

Article 4 Electric power enterprises must strengthen the protection of power facilities. For acts that endanger the safety of power facilities, power companies have the power to stop and can persuade them to correct them, restore their status quo anomaly, forcibly remove them, order compensation for losses, request relevant administrative departments and judicial organs for handling, and adopt laws, regulations or government authorization Other necessary means.

Article 5 The overhead power line protection zone is a safety zone that must be set in order to ensure the safe operation of the overhead power lines and ensure the normal power supply for the people's life. In densely populated areas such as factories and mines, cities, towns, villages and villages, the overhead power line protection zone is defined as the sum of the horizontal distance of the conductor edge after the maximum wind deflection and the horizontal safety distance of the wind from the building after wind deflection area. The voltage safety margin at all levels is calculated as follows:

Article VI River cable protection zone width:

(1) When laying on a waterway of Grade 2 and above, it shall be the waters within two parallel lines formed by 100 meters on both sides of the line;

(2) When laying on a waterway of level 3 and below, it shall be a water area within two parallel lines formed by 50 meters on both sides of the line.

Article 7 The width of the underground power cable protection zone shall be within the area parallel to the two parallel lines formed by 75 meters on both sides of the ground marking of underground power cable lines.

Power generation facilities attached to the oil, ash, water pipeline protection zone in accordance with the provisions of this article.

Prohibit the use of machinery in the protected area of earth mounds, planting trees; prohibit digging, borrowing soil, construction of buildings and structures; may not pile up debris or dumping acid, alkali, salt and other harmful chemicals.

Article 8 It is forbidden to lay other pipes in the power cable trench at the same time.

Without the consent of electric power enterprises, it is forbidden to embed flammable and explosive pipelines such as oil transmission and gas transmission in the underground power cable trench. When the pipeline crosses through, relevant units shall consult and take safety measures to reach an agreement before construction can be carried out.

Article 9 The power management department shall set the safety signs at the following locations:

(I) densely populated areas where overhead power lines cross;

(2) areas frequented by overhead power lines passing through personnel;

(C) vehicles, machinery frequently across the overhead power lines of the lot;

(D) Transformer platform on the power line.

Article 10 No unit or individual may conduct blasting operations within 500 meters (horizontal distance) from the scope of power facilities. Due to the need of working blasting, should be issued by the state laws and regulations related to blasting operations, to take reliable safety precautions to ensure the safety of power facilities and obtain the consent of the local power plant property management unit or the written consent of the government Relevant management approved batch.

Blasting operations outside the specified limits must ensure the safety of electrical installations.

Article 11 No unit or individual may attack or disrupt the production and working order of power generation enterprises and power supply enterprises and shall not move or damage the production facilities and signs of production sites.

Article 12 No unit or individual may take any action of taking soil, piling, drilling, excavating or dumping acid, alkali, salt and other harmful chemical substances within the following range from the outer edge of overhead power line towers and foundation lines:

(A) 35 kV and below power line tower, cable 5 meters around the area:

(B) 66 kV and above power line tower, cable 10 meters around the area.

The following requirements must be observed for earth borrowing, piling, piling, drilling and excavation activities outside the above mentioned distance range of the tower and foundation line:

(1) Set aside the roads leading to the tower and pulling lines for patrolling and maintenance personnel and vehicles;

(2) The stability of the foundation shall not be affected. Units or individuals that carry out the above activities should be responsible for the construction of slope protection and reinforcement if soil and gravel lands may be caused around the foundations;

(C) shall not damage the power plant grounding device or change its buried depth.

Article 13 Any unit or individual in the overhead power line protection zone shall not plant trees and bamboo plants which may endanger the safety of power facilities and power supply.

Article 14 Vehicles or machinery exceeding 4 meters in height must adopt safety measures when passing vehicles or overhead power lines and be approved by the power management department at or above the county level.

Article 15 overhead power lines generally shall not cross the house. For the existing houses within the overhead power line channel, the overhead power line construction unit shall, in consultation with the property right owner of the property producing house, move the relocation fee not exceeding the national standard; in case of special need to cross the house, the design and construction unit shall take the following measures: increasing the height of the tower , Shorten the distance and other safety measures to ensure that the safety of being across the house. Be crossed the house shall not increase the height of the line. The height of the objects beyond the house or the length of the objects extending around the house must meet the requirements of the safe distance.

Article XVI overhead power lines construction projects and public works, urban greening and other obstacles between the project, according to the following principles:

(A) the construction of new overhead power lines, the project needs to cross the forest. It shall cut down the access roads according to the regulations on power design of the State and shall no longer plant trees in the access roads; the one-off compensation fees payable to the owners of trees by the overhead power line construction units shall be paid to the trees to be cut, The agreement no longer to grow trees in the channel.

(2) Overhead electric power line construction project, the plan has been approved by the local city planning department in charge of construction, the garden department shall have the responsibility of pruning the trees that affect the safe operation of the overhead power line and keep the natural height of the trees and the overhead power line conductor The distance between the safety distance requirements.

(3) According to the requirements of urban greening plan, when trees must be planted in the overhead power line protection zone, the landscape department shall consult with the power management department, and if the consent is obtained, the tree species with low species value may be planted and the landscape department responsible Pruning to maintain the natural height of the tree and the distance between overhead power line conductors meet the safety clearance requirements.

(D) The safety distance between the overhead power line conductor and the tree after the maximum sag or maximum wind deflection is:

Trees that do not meet the above requirements shall be pruned or cut in accordance with the law at the expense of the owner of the tree.

Article 17 When approving or planning newly-built buildings on both sides of power facilities (or power facilities newly approved, newly constructed, expanded or planned), the competent urban and rural planning and construction authorities shall examine and approve with the local power management department after approval.

Article 18 No unit or individual may plant trees, bamboo or marsh plants that endanger the safety of power facilities within the protected areas of power facilities designated by law.

Any newly planted or naturally-occurring trees or bamboos that may be endangered in the safety of power facilities in the designated protected areas of power facilities shall be felled by the power enterprises and no compensation for forest trees, compensation for forest land, vegetation restoration fees, etc. shall be paid cost.

Article 19 The power management department shall award 2,000 yuan or less to those units or individuals who report or expose the destruction of electric power facilities or the looting or theft of electric power facilities and equipment. They shall also reward those who violate the electric power facilities or loot or steal the electric power facilities and equipment Units or individuals that fight and prevent accidents should be given a reward of more than 2,000 yuan. For units or individuals that have made outstanding achievements in combating power facilities and natural disasters and have made outstanding achievements in maintaining the safety of power facilities, , Give the corresponding material reward.

Units or individuals that have made significant contributions to the maintenance and protection of power facilities may, in addition to material rewards given above, be given recognition or honor awards by the power management department, public security department or local people's government in accordance with their respective authorities.

Article 20 The following acts that endanger the power facilities and the circumstances are noticeably minor shall be ordered by the administrative department of power to make corrections; if they refuse to make corrections, they shall be fined not less than 1,000 yuan but not more than 10,000 yuan:

(A) damage to the tower base in use;

(2) damaging, disassembling or stealing the electric power facilities in use or on standby towers or wires;

(C) demolition, theft or other use of standby power transformers and other equipment.

Whoever damages power equipment or endangers public safety constitutes a crime shall be investigated for criminal responsibility according to law.

Article 21 The following violations of the "Regulations on the Protection of Electric Power Facilities" and these Detailed Rules shall not constitute a crime and shall be handled by the public security organ in accordance with the "Regulations of the People's Republic of China on the Administration of Public Order and Security Penalties:

(1) Theft, looting of stockpiled or abandoned power facilities and equipment that have been suspended for use;

(B) theft, looting has not yet been installed or have not yet paid to use the unit acceptance of the power facilities.

(C) other violations of public security management behavior.

Article 22 The power management department shall, in order to protect the safety of power facilities, impose administrative punishment on the illegal acts, it shall conduct the duties in accordance with the legal procedures.

Article 23 These Detailed Rules shall come into effect on the day of promulgation. The Detailed Rules for the Implementation of the Regulations on the Protection of Power Facilities promulgated by the Ministry of Energy and the Ministry of Public Security on December 2, 1992 shall be abolished at the same time.
